     Reform heads the Kent county council and in Cornwall. In Kent their mismanagement of the council is so bad that local MPs have called for the govt to take over the council. Cornwall is almost as chronic. They went in DOGE style only to find a council where there was no savings to be had but a council which was in fact bankrupt. When reality caught up to rhetoric they came a cropper and civil war literally broke out between the local party and the central party.

       Okay, it’s the way you’ve written it; “Reform where in power” is clumsy, perhaps if you’d said, “Wherever Reform is in power…” I would have understood what you meant.
