One of the purposes of this programme or charter of workers’ rights, is to prevent the workers’ state becoming the new manager of the socialist economy replacing the previously abolished capitalist management of the economy. When the state can no longer determine what is to be produced, at what pace or at what price, and is no longer allowed to levy margins or to set “wages”, it has been effectively stripped of its power to manage the economy. Thus the emergence of a controlling bureaucracy is blocked.
